Regular Meeting
Tuesday, June 13, 2006




Members in Attendance: Bob Fish, Jerry Brophy, Charlie Cobb, Pat Ingellis, Mike Kelley, Judy Preston

Approval of Minutes
The Commission made the following modification to the Regular Meeting Minutes of May 9, 2006:
Charlie Cobb and Pat Ingellis have started marking the boundaries of Great Cedars and will continue to work on this project.
MOTION to approve as amended the Regular Meeting minutes of May 9, 2006.
MOVED by Charlie Cobb.  SECONDED by Mike Kelley.  IN FAVOR: Bob Fish, Jerry Brophy, Charlie Cobb, Pat Ingellis, Mike Kelley, Judy Preston. OPPOSED: None. ABSTAINING: None. APPROVED: 6-0-0.

Commission Membership and Organization
Judy Preston has resigned from the Commission.  Chairman Fish reminded members that the Commission has vacancies and anyone interested is urged to speak with him.

Request to Review Petition for Zoning Regulation Amendments
The proposed amendments are to adopt the Gateway standards in Old Saybrook.  After a brief discussion, a MOTION to approve the Zoning Regulation Amendments was MOVED by Jerry Brophy.  SECONDED by Judy Preston. IN FAVOR: Bob Fish, Jerry Brophy, Charlie Cobb, Pat Ingellis, Mike Kelley, Judy Preston. OPPOSED: None. ABSTAINING: None. APPROVED: 6-0-0.

Jerry Brophy will write and submit the letter of approval to the Zoning Commission.

Request to Review Petition for Zoning Map Amendment at 226 Main Street and 25 Sheffield Street
Jerry Brophy made a presentation to the Commission regarding proposed residential development at 226 Main Street and 25 Sheffield Street.  He asked that the Commission consider decreasing the business zone size and increasing the residential zone size.  A discussion followed amongst Commission members and all were in agreement on recommending this change to the Zoning Commission.

MOTION to make a positive recommendation on the proposed Zoning Map Amendment at 226 Main Street and 25 Sheffield Street.
MOVED by Charlie Cobb.  SECONDED by Judy Preston.  IN FAVOR: Bob Fish, Charlie Cobb, Pat Ingellis, Judy Preston. OPPOSED: None. ABSTAINING: Jerry Brophy and Mike Kelley. APPROVED: 4-0-2.

Bob Fish will write the recommendation letter and submit it to the Zoning Commission.

Commission Projects
Judy Preston briefed the Commission on the Phragmites Control project.  Two informational sessions were held and very well attended.  Actual phragmites control work will be done in the late summer/early fall before the first frost. Work in North Cove and South Cove is slated for this year and Ragged Rock next year.  Ms. Preston asked that the Conservation Commission help with informational meetings with homeowners when the need arises.  

Additionally, Ms. Preston stated that the Fishway System project would hopefully begin the end of this month.

Articles for Saybrook Events
Chairman Fish suggested that an article be submitted in regards to the Great Cedars boundary marking work.  In addition, a piece should be incorporated regarding the Open Space Stewardship Plan.  Charlie Cobb, Pat Ingellis, and Mike Kelley will work on this for the next publication.

Website Development  
Jerry Brophy has contacted a small New London marketing firm about helping the Conservation Commission with a web site, including developing an online Natural History Tour for Old Saybrook.  He has spoken with Christine Nelson about this and she also is in favor of pursuing this project, although she has asked that it be incorporated into Old Saybrook’s website.  Christine Nelson and Jerry Brophy will work together with the New London firm (Akins Marketing & Design) on this project.

MOTION to adjourn the meeting at 9:00pm. until the next regularly scheduled meeting on Tuesday, July 11, 2006, 7:30pm., Land Use Conference Room, Old Saybrook Town Hall, 302 Main Street.
